Could my new born be teething?

Doesn't sound like teething. While it IS certainly possible for a baby this young to get teeth, it sounds more like he has a high sucking need and/or is hungry. Babies suck on their hands when hungry so, before offering a pacifier, you should make sure that he isn't hungry -- meaning offering or bottle first.
